Sections 3 to 7 carry the notices, grouped by licence. Section 8 covers the web assets embedded in the add-in, section 9 the native libraries whose licence text had to be read from the project itself. Sections 10 and 11 reproduce, unchanged, two notice files that upstream suppliers ship with their own packages; what those two sections do and do not say about BESO is stated at the head of each. Section 12 records where every licence text and every copyright notice in this document came from. Section 13 explains how the document is kept current. Section 14 comes after those two because it answers a question the others do not: one of the native libraries is built by us rather than obtained as a package, and section 14 lists the software that is compiled INSIDE it and therefore distributed without ever appearing as a file on the user's machine. Two limits of this document are stated where they arise rather than hidden. The list of projects bundled inside the embedded mermaid build is not closed (section 8). OVERVIEW ======== This package contains C software to implement JPEG image encoding, decoding, and transcoding. JPEG (pronounced "jay-peg") is a standardized compression method for full-color and grayscale images. JPEG's strong suit is compressing photographic images or other types of images that have smooth color and brightness transitions between neighboring pixels. Images with sharp lines or other abrupt features may not compress well with JPEG, and a higher JPEG quality may have to be used to avoid visible compression artifacts with such images. JPEG is normally lossy, meaning that the output pixels are not necessarily identical to the input pixels. However, on photographic content and other "smooth" images, very good compression ratios can be obtained with no visible compression artifacts, and extremely high compression ratios are possible if you are willing to sacrifice image quality (by reducing the "quality" setting in the compressor.) This software implements JPEG baseline, extended-sequential, progressive, and lossless compression processes. Provision is made for supporting all variants of these processes, although some uncommon parameter settings aren't implemented yet. We have made no provision for supporting the hierarchical processes defined in the standard. We provide a set of library routines for reading and writing JPEG image files, plus two sample applications "cjpeg" and "djpeg", which use the library to perform conversion between JPEG and some other popular image file formats. Today that is clarabel_c.dll alone (section 7.4). Moving its pin changes no file name and adds no installed file, so none of the triggers above would fire; what it changes is the two commit identifiers in section 7.4 and, silently, the inventory in section 14, because a new version of the solver resolves a different dependency tree. Rebuild the evidence files named at the head of section 14 and re-read that section against them; - a third-party web asset embedded in the add-in is replaced or upgraded; - the licence terms of an existing dependency change, including a change in which tier of a multi-tier licence applies. The QuestPDF determination recorded in section 3.4 depends on a revenue figure and is to be revisited whenever that figure changes. The installer script that copies this file lives in a per-version directory. A new release directory does not inherit it: the line that copies this file has to be carried across to each new installer script, or the notices stop being delivered with the product. Four things in this document are open and are recorded here so that they are not mistaken for settled: - Sections 10 and 11 reproduce upstream inventories whole. Under the heading of a BESO document they therefore publish, among other things, the GNU Lesser General Public License, Version 2.1 (for libmicrohttpd) and the Adobe DNG SDK License Agreement, a proprietary agreement. Section 8 sets out what is attributed, on what evidence, and what is known to be present but not attributed. -------------------------------------------------------------------------------- 14. SOFTWARE LINKED INSIDE clarabel_c.dll -------------------------------------------------------------------------------- clarabel_c.dll (section 7.4) is the only library BESO ships that Agere Infrastructure Partners, S.L. compiles itself, and it is statically linked. What this section lists is not a set of files on the user's machine: it is compiled INSIDE that one DLL. It is distributed with BESO as surely as anything the installer copies, and that is why it is listed. WHAT THIS LIST IS. It is the dependency tree actually LINKED into the binary, taken with `cargo tree -e normal` at the pinned commits of section 7.4 and kept in the BESO source repository as lib/native/win-x64/cargo-tree.txt. It is NOT the resolved dependency graph, which is a larger set: that one is kept beside it as lib/native/win-x64/crate-licences.txt and holds crates no code in the shipped binary comes from. Where the two disagree, this section follows the linked tree. WHAT IS DELIBERATELY ABSENT, AND WHY. A Rust procedural macro runs inside the compiler; its code is not linked into the artifact it helps to build. Every crate in the tree reachable only through a node marked "(proc-macro)" is therefore build-time only, is not distributed by us, and is not listed below: darling, darling_core, darling_macro, derive_builder_core, derive_builder_macro, enum_dispatch, fnv, ident_case, once_cell, paste, proc-macro2, quote, serde_derive, strsim, syn (1.0.109, 2.0.119 and 3.0.3), thiserror-impl, unicode-ident The last of those is named rather than left in the list, because its licence is the only conjunctive one in this graph: "(MIT OR Apache-2.0) AND Unicode-3.0", where the Unicode part is not one of the options and cannot be elected away. Measured on the pinned tree on 7 August 2026: unicode-ident occurs at four places in it, and all four sit under a (proc-macro) node -- three under syn, one under proc-macro2, reached through derive_builder_macro, enum_dispatch and serde_derive. No part of unicode-ident is in the shipped binary. That finding is about unicode-ident alone. The Unicode licence does reach the binary, by a different door -- the Rust standard library -- and is dealt with at 14.5 and 14.6. The note on clarabel_c 0.1.0: it is the C interface crate of the Clarabel.cpp repository, the part of Clarabel that BESO actually calls. Its own Cargo.toml declares no "license" field -- measured, which is why a licence scanner run over this graph reports it as unknown. The licence stated here is the one of the repository the crate is part of, LICENSE.md at the root of Clarabel.cpp, quoted in section 7.4. 14.2 The licence election for the dual-licensed crates Twelve of the crates above are offered under either the MIT licence or the Apache License, Version 2.0, at the recipient's option. Their manifests write it two ways -- "MIT OR Apache-2.0", and "MIT/Apache-2.0" for derive_builder -- which is the same offer in two spellings. AGERE INFRASTRUCTURE PARTNERS, S.L. ELECTS THE APACHE LICENSE, VERSION 2.0, for all twelve, and distributes them under that licence only: cfg-if, derive_builder, either, itertools, itoa, lazy_static, num-traits, serde, serde_core, serde-big-array, serde_json and thiserror. One election, made once, for every crate that offers the choice. The text of the Apache License, Version 2.0 is the one reproduced in section 7. It is not repeated here. memchr is dual-licensed too, but the pair it offers is different ("Unlicense OR MIT") and the election above does not reach it. It is at 14.4 with zmij, the one crate here that offers no choice at all. 14.3 amd 0.2.2 -- BSD 3-Clause https://github.com/rwl/amd_order/ The approximate minimum degree ordering routine Clarabel uses to order the sparse matrix before factorization. The original AMD library by Timothy A. Davis was translated from C to Rust by Richard W. Lincoln; the crate is published under the BSD 3-Clause licence alone, so there is nothing to elect.
